Georgia’s wholesale electricity-market records clarify the route from registration to contract settlement
Georgia’s Electricity Market Operator reported September 2026 registrations across direct-customer, free-supplier and generation categories, alongside current balancing-market settlement data. For energy-intensive companies, developers and advisers, the records make the operating pathway for a Georgian wholesale-power case more concrete: participant classification, eligible counterparty, registered contract and balancing exposure must be considered together.
Verified facts
- ESCO reported that Bakhvi 2 LLC was registered as a Direct Customer from 13 September 2026, Alioni Energy LLC as a Free Supplier from 15 September 2026, and Wind Power JSC, for the Ruisi Wind Power Plant, as a power plant during test run or complex testing from 24 September 2026. Each record names a market-participant category under the Electricity (Capacity) Market Rules.
- ESCO states that wholesale electricity trade in Georgia’s unified power system occurs under direct contracts or through the Electricity Market Operator as balancing electricity. It further states that an eligible enterprise without a duly registered direct contract is automatically linked to the Standard Conditions of Direct Contract for balancing electricity.
- ESCO’s contracts guidance describes a direct contract as a bilateral purchase agreement between qualified enterprises and says that the Market Operator and Dispatch Licensee manage the registration process. The guidance identifies quantity, price and term as contract terms, and refers to the Market Rules for registration.
- For September 2026, ESCO reported 332,159,450.3 kWh of balancing electricity purchased or sold through ESCO, representing 30 percent of total delivery to the grid that month, with a weighted average balancing price of 16.068488972 tetri per kWh. This is an aggregate settlement indicator, not an offered price, tariff or forecast for a particular buyer or project.
- EBRD’s 2025 to 2026 assessment gives independent context: Georgia commissioned 48.9 MW of renewable capacity in 2024 and the report characterises renewable deployment as slow despite auction activity. That context does not establish eligibility, connection, project economics or a route to market for a named asset.
Horizon view
The commercial value is in treating market access as an integrated operating case rather than a tariff comparison. A prospective buyer, generator or trading counterparty needs to map its legal category, qualified-enterprise status, metering and dispatch position, direct-contract counterparties, registration sequence and residual balancing exposure before it models volumes or prices. The September registrations offer concrete examples of the categories that appear in the market architecture.
Commercial implication and next step
For an authorised Georgia power-market assessment, prepare one controlled file covering the applicant or project legal entity; electricity-market category and supporting eligibility evidence; site, connection and metering status; generation, consumption or trading profile; prospective qualified counterparties; direct-contract terms for volume, price, duration, imbalance, credit and termination; ESCO and dispatch registration requirements; balancing and settlement assumptions; grid, licence, tax, currency, insurance and dispute-allocation questions; and accountable counsel, market operator and technical contacts. Use current written rules and counterparties to validate the file before relying on any price, volume or delivery assumption.
What to verify before acting
The records do not establish that another enterprise qualifies for a market category, has transmission or distribution access, receives a connection, may trade, has a counterparty, can obtain a licence, has a signed direct contract, receives an ESCO registration, obtains a stated tariff or balancing price, or can complete a transaction. This brief is not Georgia electricity-market, grid, energy, regulatory, finance, tax, insurance or legal advice.
