Georgia finance and market infrastructure: a full decision dossier for a defined regulated or institutional proposition

Decision question: Under what evidence conditions should a financial-services, capital-markets, treasury, risk, payments or market-infrastructure provider advance a Georgia proposition to a controlled institutional proof of value?

Verified facts

The National Bank of Georgia reported the 2026 GMAP Market Development Forum and published capital-market context, while multilateral sources provide country context; none establishes a licence, customer mandate, integration permission or procurement route for a specific provider.

Horizon view

The evidence supports buyer-specific institutional research; particularly where an offer addresses a defined treasury, risk, market-data, payments or infrastructure workflow; not a generic claim of financial-market accessibility.

Commercial implication

Advance only after classifying the activity, confirming a named institutional buyer system, regulatory perimeter, data and integration obligations, counterparty diligence, economics and a tightly bounded pilot.

Dossier sequence

01

1. Decision scope and non-claim boundary

This dossier establishes the evidence needed to test one defined Georgia finance or market-infrastructure proposition. It does not grant a licence, validate a regulated activity, identify a customer, recommend an institution, approve a payment route or offer legal, investment or compliance advice. The offer may concern treasury, payments technology, risk management, market data, securities infrastructure, banking software, insurance technology, digital onboarding, compliance systems or a narrowly specified professional service. Each has a different customer, regulatory, data, integration and delivery profile. The working brief must state the exact product or service, target institution or buyer class, contracting party, user, data and funds exposure, intended business outcome, delivery model and constraints. “Georgia finance” and a forum reference are not market-entry strategies. The decision is whether a named institutional workflow can be served safely and commercially through an accountable route.

02

2. Dated market-development context

The National Bank of Georgia reported that the 2026 GMAP Market Development Forum was organised in Tbilisi with the Georgian Financial Markets Treasuries Association and Nasdaq. It also publishes capital-market information and market-development material. Those sources establish a relevant institutional conversation around market infrastructure, treasury and risk. They do not establish that an external provider is licensed, that an institution has an open requirement, that a platform will be procured, or that a technical integration can be completed. The factual record should retain the publication date, organiser, stated themes and relevant methodological limits. Horizon interpretation must remain separate: an institutional market-development signal can justify a research question, but cannot identify a budget, client need, decision authority or viable revenue model. Any event-derived contact is an unverified research lead until independently diligenced.

03

3. Classify activity and legal perimeter

Before finding customers, define what the company is actually doing. A regulated financial service, technology vendor, outsourcing provider, data processor, adviser, analytics supplier, payment facilitator, software integrator, market-data provider or referral source can face materially different requirements. The classification file should state service scope, regulated functions touched, customer category, geographic delivery, data categories, funds flow, revenue model, contract role, use of subcontractors and marketing claims. It should distinguish what the company knows from what must be confirmed by current specialist advice and relevant authority guidance. A foreign regulatory position, a technology label or a customer’s preliminary interest does not settle Georgian applicability. The dossier provides a structured gate: issue, official or professional source, owner, current date, implication for product and contract, and escalation path. No proposal should imply regulatory clearance while a material classification question is open.

04

4. Institutional buyer-system map

A finance or market-infrastructure buyer is a system rather than one senior contact. Map the economic buyer, business owner, risk and compliance reviewer, chief information or security owner, procurement function, legal signatory, data owner, operations team, implementation lead and renewal authority. Identify the current process, pain point, expected measurable outcome, incumbent alternative, budget source, procurement cycle and decision sequence. A conference delegate, association member or public speaker does not establish any of these roles. The map should show whether each point is confirmed, publicly stated, introduced by a trusted party or inferred. The customer question must be operational: which report, settlement, hedge, risk control, reconciliation, onboarding or market workflow changes, and why would the institution fund change? Without that evidence, a proposition is a capability description rather than a credible commercial case.

05

5. Data, privacy, security and resilience gate

Financial institutions and market-infrastructure users require a robust data and security assessment. Identify data owner or controller, lawful and contractual access, data categories, hosting and transfer, retention, encryption, access control, identity management, logs, monitoring, vulnerability management, incident notification, business continuity, disaster recovery, subcontractors, support access, testing environment, data quality and termination handling. A product demo or sandbox does not prove production access or client permission. The Review corpus contains no customer, account, transaction or credential data. Any authorised future pilot needs its own contracts and controls. The technical estimate should distinguish reusable functionality from bespoke integration and identify who bears access delay, mapping failure, security remediation, audit or support cost. A claim of institutional readiness cannot be made until the security and resilience posture is evidenced for the actual deployment model.

06

6. Payments, settlement and operational control

Where an offer interacts with payment, settlement, custody, cash management, lending or reporting workflows, map the operational chain in detail. Identify customer and transaction type, payer and payee where relevant, settlement institution, account ownership, currency, cut-off, reconciliation, exception management, failed payment, refund, chargeback, fraud or loss allocation, records retention, reporting and escalation. If the company does not handle funds, the contractual boundary should state that clearly. If it does, the legal and operational basis must be independently validated before any live activity. National market-development context cannot prove acceptance, settlement speed, fee level, banking access or loss allocation. A controlled pilot should use authorised test conditions and measure reconciliation quality, exception rate, response time and accountable ownership. A workflow that cannot be controlled, reconciled and stopped safely is not ready for scale.

07

7. Counterparty, vendor and institutional diligence

The institutional buyer, integration partner, local representative, adviser, data provider, payment participant or subcontractor requires proportionate due diligence. Confirm legal identity, ownership and control, authority, regulated status where relevant, financial and technical capacity, security practices, relevant references, insurance, outsourcing, sanctions and integrity exposure, complaints, conflicts, reporting discipline and transition cooperation. A well-known institution or a National Bank forum association is not due diligence. The evidence record should identify source, date, reviewer, confidence and re-verification trigger. A counterparty should not be called an approved Horizon partner because it appears in a market map or has attended an event. If authority, security, funding, delivery capability or contractual responsibility cannot be shown, the case should be held or reduced to a non-reliance research engagement.

08

8. Commercial model and procurement route

The economic model must connect the price to delivery responsibility. It should state implementation, licence or subscription, usage or transaction charge where applicable, integration, local and remote support, data and security controls, testing, audit, training, compliance review, customer success, partner margin, tax, currency, working capital, payment collection, insurance and contingency. Each number needs a source label: customer indication, provider quote, published term or internal assumption. The procurement file should identify whether a route is private request, formal tender, qualification, framework, consortium or other process; who can issue questions; what technical and security evidence is required; and who signs. A general institutional interest in financial-market development does not create an open procurement. Early discounts and proof-of-concept work must have scope and expiry so the company does not provide unlimited integration and support without a viable path to contract.

09

9. Treasury, currency and credit exposure

Finance and cross-border B2B propositions should model collection and currency separately from signed revenue. The file should identify invoicing currency, payment timing, bank or payment route, FX exposure, hedging or conversion assumption, withholding or tax question, counterparty credit, security, deposit or guarantee, late-payment remedy and responsible collection owner. A national macro indicator cannot state the funding cost or payment capacity of a particular institution or corporate. Base and adverse cases should test delayed signature, implementation overrun, payment delay, currency movement, lower utilisation and a terminated proof of value. The model must identify the point at which the project no longer supports its service obligation. Credit should never be extended simply because a company is an institutional prospect or because the broader country narrative appears positive.

10

10. Product claims, customer communication and conduct

Financial and financial-technology communication must reflect actual, supportable capability. The message file should define target customer, workflow, benefits, evidence, required disclaimer, language, content owner, channel, lead handling, consent, complaint or escalation route and record retention. Do not claim regulatory approval, security outcome, transaction speed, cost saving, return, risk reduction, payment acceptance or client result without evidence appropriate to the claim. A forum, capital-market report or relationship introduction may support thought leadership but not a customer promise. The first commercial objective is qualified institutional discovery: validate the problem, authority, classification, data and integration feasibility, budget and timing. Only then should a provider present a defined technical-commercial route with the relevant caveats and evidence boundaries.

11

11. Integration, delivery and support architecture

The delivery architecture should allocate lead generation, contracting, configuration, integration, data access, testing, training, launch, first-line support, incident escalation, reporting, renewal and offboarding. Choose direct, local integrator, reseller, professional-services partner or hybrid model only after identifying the operating gap each solves. “Local partner” is not a delivery model unless responsibilities, incentives, technical capability, service hours, language coverage, access rights, support capacity and exit plan are documented. The architecture should include ownership of configuration, customer documentation, support knowledge, audit evidence and access credentials. If the local relationship ends, the customer must not be left without a support or data path. A technology provider cannot price a service responsibly until it knows which party owns implementation and customer success.

12

12. Contracting and governance

Before a live engagement, agree scope, customer and territory, service level, security, data roles, implementation milestones, acceptance, pricing, payment, tax, audit, confidentiality, intellectual property, warranties, liability, insurance, subcontracting, change control, reporting, incident management, regulatory cooperation, termination and transition. The counterparty must have authority to give the relevant commitment. A pilot document should be sufficient for its narrow scope but not be treated as a production agreement. The governance record should mark each critical term confirmed, proposed, unresolved or requiring specialist review. It should state how data, configuration, integrations, reports, support tickets and customer communication will be transferred or closed on termination. A commercial intent or event meeting cannot establish these safeguards. If material responsibilities are left implicit, the case should not proceed to production or customer-sensitive work.

13

13. Controlled institutional proof of value

A suitable proof of value tests one workflow and one client or tightly defined client class. The charter should identify participants, activity classification, data boundary, test environment, security controls, costs, timeline, performance and operational metrics, support, escalation, acceptance, evidence retention, decision owner and stop conditions. It may test reporting, reconciliation, risk analytics, treasury workflow, market-data use, onboarding or another defined function. A product demo, association meeting or signed memorandum is not a proof of value. The pilot must not use production data, customer funds or regulated activity unless separately authorised and controlled. Its outcome should be a documented go, hold or stop based on the intended workflow, not a generic claim that a platform has entered Georgia or that a financial institution has endorsed it.

14

14. Risk register and stopping conditions

Risks include wrong activity classification, missing permission, customer-policy rejection, unavailable data, security weakness, integration failure, settlement or reconciliation failure, fraud, incorrect market or customer claim, counterparty authority gap, credit or currency exposure, unpriced support, integrity issue, data incident, contract ambiguity and failed handover. Each item requires a source, owner, likelihood, impact, mitigation, residual risk and explicit stop condition. Stop before handling sensitive data, gaining production access, making a regulated claim, extending credit, committing to a service level, granting exclusivity, sharing confidential architecture or spending beyond the approved proof-of-value budget if a core issue remains unresolved. A documented hold is a valid output: it protects customers and the company from treating a favourable market-development narrative as a validated and safe institutional proposition.

15

15. Final decision gate

Advance only when the defined proposition, named buyer system, activity classification, regulatory and customer-policy review, secure data and integration model, responsible counterparties, viable payment and commercial economics, operating architecture and bounded contract step align. The decision record must visibly separate verified facts, Horizon interpretation and commercial implication; name specialist confirmations, unresolved issues, owner, maximum spend, review date and allowed action. A go authorises only the documented qualification, proposal or proof of value. It does not approve a licence, customer, institution, data transfer, payment route, credit, partner, public claim or transaction. Reopen after a material change in product, buyer, data, funds flow, regulation, contract, counterparty or evidence. A deadline, forum invitation or general capital-market signal cannot override an unresolved security, legal, payment, credit or integrity gate. Every exception needs written risk ownership and expiry. The decision pack must list each unverified counterparty, customer, regulatory, security and commercial assumption; say which condition blocks production; name the person authorised to pause activity; and set the next confirmation date. Pilot evidence belongs only to the stated client, workflow and environment, and does not support a wider institutional claim without another review. All negative findings, failed tests and rejected controls must remain attached to the decision record. Reassessment is mandatory before production deployment, publicity, credit extension or material scale. No waiver survives beyond its documented expiry date.

What to verify before acting

This completed research dossier is not Georgian legal, regulatory, licensing, securities, payments, tax, consumer-protection, AML/CFT, data-protection, cybersecurity, credit, financial or investment advice. It does not approve a client, institution, partner, data transfer, payment route, licence or transaction.

Georgia’s September banking data show broad credit and deposit growth

Companies evaluating Georgian financing should monitor three next checks: the National Bank’s next lending and asset-quality release; policy-rate, inflation and exchange-rate developments; and changes in foreign-currency exposure and sector lending. A bankability file should record borrower and sponsor, project or working-capital purpose, facility type, currency, tenor, collateral, covenants, equity contribution, sensitivity, fees, insurance, approvals, disbursement, repayment and default terms before treating aggregate credit growth as commercially relevant.

Caspian–Black Sea–Europe Green Energy Corridor moves from feasibility toward implementation planning

Companies should establish a corridor workstream file before positioning: project entity and participating-country responsibilities; current feasibility deliverables; route and landing-point evidence; grid and converter interfaces; technical standards and interoperability; environmental, marine and land permissions; generation and connection pipeline; TYNDP and PMI status; FID prerequisites; financing, regulated-return and PPA concepts; procurement authority and anticipated lot structure; localisation and subcontracting; construction and marine insurance; warranty, availability, testing and acceptance obligations; and the dates on which suppliers can lawfully qualify or bid. Monitor official project and procurement releases rather than approaching a forum attendee list as a buyer list.

National Bank of Georgia keeps its monetary-policy rate at 8.25%

Update Georgia commercial models with a dated macro-finance file: customer and supplier currency; local borrowing and deposit rates from actual banks; refinancing and covenant dates; input and payroll inflation; inventory and working-capital cycle; price-adjustment clauses; FX conversion and hedging availability; demand sensitivity; tax and cash-repatriation timing; and high, baseline and low scenarios. Obtain executable quotes and contract terms from regulated counterparties rather than using the 8.25% policy rate as a proxy for a company loan, and refresh the file after the 16 December meeting or any intervening official data.
