Armenia updates payment-document rules, giving fintech and merchants a clearer workflow baseline

The Central Bank of Armenia’s Resolution No. 258-N, effective 2 October 2026, updates minimum requirements for documents used in payment and settlement transactions. The measure gives banks, payment providers, platforms and merchants a timely reference point for reviewing the documentary layer of a defined payment workflow.

Verified facts

  • CBA Resolution No. 258-N of 25 September 2026 amends the minimum requisites and completion rules for documents used in payment and settlement transactions and states an effective date of 2 October 2026. The resolution must be analysed against the actual service, participants and documents; it does not grant a licence, access or authority to a firm not named in an applicable legal or contractual arrangement.
  • The decision cites the Law on Payment and Settlement Systems and Payment and Settlement Organizations, among other legal bases. Referencing a legal framework does not decide an applicant’s regulated role, registration, bank relationship, customer/merchant route, disclosure, funds responsibility or technical eligibility.
  • CBA material describes RTGS, ancillary systems and the central bank’s system-operator, settlement-bank, regulatory and oversight roles. Public infrastructure and oversight descriptions do not make another entity a participant, account holder, payment organisation, sponsor, operator or provider.
  • IMF Armenia material describes a sound financial sector while noting ongoing supervision and infrastructure-modernisation work. System context cannot establish a prospective firm’s compliance, product classification, counterpart, funds/data control, FX/settlement route or commercial viability.

Horizon view

The amendment is a practical prompt to map one exact documentary and funds/data flow with accountable regulated parties. The decisive evidence is the role a firm would perform, its current regulatory and contractual basis, the responsible bank or payment organisation, the customer and data boundary, and the complete settlement and control chain.

Commercial implication and next step

For any payment, e-money, merchant, remittance, marketplace, API or financial-data proposition, create a controlled file: entity/ownership/signatory; exact service and regulated role; applicable document rule/version; licence/register/contract basis; responsible bank/participant/operator; customer and merchant terms; KYC/AML/sanctions; funds/safeguarding/settlement/FX/reconciliation/refunds; data/hosting/security; fraud and complaints; pricing/tax; audit/insurance; acceptance and exit. Do not send funds, use customer data, represent access or quote payment capability based solely on the amendment or the public system description.

What to verify before acting

The sources do not establish a licence, registration, bank/account or participant relationship, foreign-system cooperation, payment-system access, customer/merchant approval, data right, settlement/FX route, product approval, price, payment, partnership, contract or transaction. This is not Armenia banking, payments, AML, sanctions, consumer-protection, data-protection, cybersecurity, tax, insurance or legal advice.
