Armenia financial-services and financing conditions: a full decision dossier for a defined regulated or commercial proposition

Decision question: Under what evidence conditions should a financial-services, fintech, payments, treasury, lending-support or locally financed commercial proposition advance in Armenia?

Verified facts

The Central Bank of Armenia’s September 2026 decision set the policy rate at 6.75%, while multilateral sources provide macro and transformation context; they do not establish a customer, licence, credit term, payment route or partner capability for a specific proposition.

Horizon view

The evidence supports a controlled finance-and-payment diligence route where a defined buyer problem, regulated perimeter, local delivery responsibility and funding or settlement pathway can be tested separately.

Commercial implication

Advance only after classifying the activity, identifying the accountable client and contracting chain, confirming the regulatory and data gate, and testing economics, collections, currency and counterparty risk.

Dossier sequence

01

1. Decision scope and non-claim boundary

This dossier tests the evidence needed for a defined Armenia financial-services, finance-enabled technology or financing-sensitive commercial proposition. It does not provide a licence opinion, credit assessment, payment recommendation, investment advice, regulated-activity authorisation or client endorsement. The working brief must identify the exact offer: software, market infrastructure, payments, treasury, risk, lending-support, insurance technology, compliance tool, advisory, embedded finance or another precisely defined role. It must also name the customer class, user, contracting party, data and funds flow, local delivery model, revenue model and commercial objective. A policy-rate change or financial-market narrative is not a route to market. The relevant question is whether a named proposition can meet customer, regulatory, technical, settlement and economic requirements through an accountable chain. Until those conditions are evidenced, this remains source-bound research.

02

2. Dated monetary and macro context

The Central Bank of Armenia announced on 15 September 2026 that it raised the policy rate by 25 basis points to 6.75%, with stated Lombard repo and deposit-facility rates. These are current policy facts under the central bank’s framework. They do not state a particular borrower’s rate, bank appetite, collateral requirement, credit capacity, settlement conditions, currency exposure or project viability. World Bank and EBRD material offers macro and economic-transformation context, but it likewise does not substitute for transaction-level evidence. The evidence file should preserve the decision date, instrument, stated rationale, source and subsequent revision. A commercial model must distinguish central-bank conditions from the actual terms proposed by a lender, payment provider, buyer, distributor or regulated counterpart. National indicators should trigger questions, not produce a credit or demand conclusion.

03

3. Classify the proposition before choosing the client

The first decision is activity classification, not customer outreach. A payments workflow, lender-support product, capital-markets tool, insurer interface, crypto-adjacent service, treasury system, consumer-credit application and B2B invoicing service may have different legal, licensing, data, outsourcing, safeguarding, AML, consumer-protection and operational consequences. The proposition sheet should state the service, funds or data involved, jurisdictional touchpoints, customer type, revenue source, decision maker, implementation burden and intended regulatory status. A generic “fintech” description hides these distinctions. The company should identify whether it is a regulated entity, technology provider, subcontractor, data processor, referral source, consultant or another role and obtain current specialised confirmation where necessary. The dossier creates that gate; it does not resolve it. No marketing statement should imply regulatory permission before the exact model is evaluated.

04

4. Define the buyer system and business problem

Finance propositions require a named buyer system. Potential systems include banks, payment institutions, insurers, corporates, retailers, exporters, SME platforms, public bodies, asset managers, advisers or consumers, but their procurement, risk appetite and integration requirements differ. The buyer map must identify the business owner, risk and compliance reviewer, technology or security owner, procurement authority, legal signatory, data owner, funds-flow owner, implementation manager and renewal authority. It must specify the current process, economic pain, measurable outcome, alternative solution, budget source and decision timetable. A conference, a general banking statistic or policy reform announcement does not establish any of these. If the company cannot define whose workflow changes and why the change is commercially justified, it has a product narrative rather than a market case. Negative evidence, including an incumbent system, unavailable integration or absent risk appetite, should remain in the research record.

05

5. Regulatory, licensing and consumer-protection gate

Before proposal, pilot or contract, record every potential regulatory question: authorisation, outsourcing, payments, e-money, lending, insurance, securities, consumer disclosure, marketing, complaints, AML/CFT, sanctions, prudential, reporting, tax, data protection, cyber resilience and cross-border service. Assign each question to a competent current source, specialist reviewer, responsible business owner and review date. The answer depends on the actual product, customer, funds flow, data flow and contractual role. A company should not rely on a foreign licence, a technical classification or a counterpart’s assurance without current professional verification. The gate should also distinguish legal applicability from customer policy: a service may be lawful yet unacceptable to a bank’s vendor-risk, outsourcing or data-security process. Unresolved material questions keep the proposition in Review and prohibit an implied promise of legal, regulatory or customer acceptance.

06

6. Payments, settlement and collection pathway

A finance-enabled commercial model must map money movement precisely. Identify payer, payee, merchant or client, settlement account, currency, payment instrument, acquirer or bank role, reconciliation, fees, refunds, chargebacks, failed payments, reserves, fraud, credit loss, invoicing, tax, collections and dispute owner. If customer funds are handled, identify the legal and operational basis before any live flow. A national policy rate or digitalisation story cannot show that a payment method is available, economical, compliant or accepted by a target customer. The pilot should use only authorised routes and measure actual acceptance, settlement timing, failure rate, dispute pattern and reconciliation effort. No forecast should count gross transaction value as revenue or cash until the contractual fee, collection timing and loss allocation are evidenced. A route that cannot be reconciled, audited and stopped safely should not be scaled.

07

7. Credit, working capital and currency exposure

For propositions involving loans, deferred payment, subscription finance, distributor credit, inventory, project funding or customer working capital, build a separate exposure file. It should identify credit applicant, obligor, security, guarantee, payment history, collateral where relevant, currency of revenue and cost, FX exposure, repricing, liquidity need, expected collection days, concentration, impairment risk and responsible credit decision. The policy-rate decision is a relevant macro signal, not a loan offer or credit conclusion. A supplier should not offer extended terms because a market appears to be growing; it should test the customer’s actual payment and funding structure. The model must include base and adverse cases for delayed collection, currency movement, higher funding cost, reduced demand or a failed customer. Credit and FX risk must have explicit limits rather than be hidden within a general sales forecast.

08

8. Data, privacy, security and technology integration

Financial data and systems need heightened operational discipline. The implementation file should identify data controller or owner, legal/contractual access basis, data categories, minimisation, hosting, retention, user identity and access control, encryption, APIs, logs, incident process, subcontractors, security assessment, business-continuity arrangement, support access, data-quality control and offboarding. A demonstration or sandbox does not prove production access or customer authorisation. The Review corpus stores no customer identities, credentials, account data or sensitive transaction information. A future authorised pilot requires its own access, contractual, privacy and security controls. Integration estimates should separate reusable functionality from bespoke client work and identify who bears delay, failed mapping, change request, support and remediation cost. No customer outcome can be promised from an untested integration.

09

9. Counterparty and vendor diligence

A bank, payment provider, fintech, reseller, systems integrator, consultant, client or local representative must be assessed as an accountable counterparty. Verify legal identity, ownership and control, signatory authority, regulated status where applicable, financial capacity, technical and security capability, market role, references relevant to the proposed service, AML/sanctions and integrity exposure, outsourcing, insurance, subcontractors, conflicts, reporting, complaints and exit cooperation. A recognised name, forum membership or institutional referral is not due diligence. The internal record should name the evidence source, date, confidence level, reviewer and re-verification trigger. No entity becomes a Horizon-approved partner through a country dossier. If a critical counterparty cannot evidence authority, security, financial responsibility or role clarity, scope should be reduced to research or the case held.

10

10. Commercial model and unit economics

The economic model should state customer price, implementation fee, recurring fee, transaction or performance fee where lawful and agreed, local support, integration, compliance, security, data, payment, refund, customer service, marketing, partner margin, tax, currency, working capital, collection, insurance, audit and contingency costs. Every value requires a source label: customer indication, supplier quotation, regulated tariff, public benchmark or internal assumption. Model at least base and adverse cases. A macro-financial narrative cannot validate willingness to pay, customer-acquisition cost, sales cycle, loss rate or renewal. The model must distinguish signed contract, recognised revenue, collected cash and retained margin. Early discounts, proof-of-concept work or partner commissions need limits and review dates so a discovery programme does not become an unlimited support obligation. A valid case has a defined threshold below which it should stop rather than pursue volume without contribution.

11

11. Sales, marketing and customer communications

Financial and finance-adjacent marketing must be tied to substantiated capability and permitted claims. The message file should identify target client, customer problem, proof available, required disclaimers, language, content owner, channel, lead-handling process, consent where relevant, complaint or escalation route and record retention. Do not promise credit, savings, approval, compliance, security, investment return, payment acceptance, regulatory status or performance unless the claim is evidenced and appropriately reviewed. A sector event, central-bank decision or institutional programme may frame thought leadership but does not prove that a named prospective customer needs or may use the service. The first commercial objective is qualified discovery: establish authority, regulated perimeter, business pain, data and implementation feasibility, budget and timing before moving to a formal proposal.

12

12. Contracting and operating governance

Before a live or sensitive engagement, define contracting party, territory, service scope, data role, funds role, implementation, service levels, security, incident handling, reporting, audit, ownership of configuration and output, intellectual property, confidentiality, fees, payment, taxes, warranties, liability, insurance, change control, subcontracting, termination, customer communication and handover. Regulated or sensitive activity may require additional specialist review. The agreement should state how accounts, data, integrations, credentials, reports and unresolved customer matters are transferred or closed at termination. A memorandum, demo access or informal commercial intent does not create a governance model. The dossier should mark each critical term as confirmed, proposed, unresolved or subject to expert confirmation. Where counterpart terms conflict with the intended risk model, the team should hold the proposition rather than accept ambiguity for speed.

13

13. Controlled pilot or proof of value

A valid pilot tests one bounded hypothesis: a specific customer segment, workflow, data boundary, contractual role, integration, payment or reporting route, budget, duration and success measure. Its charter should state participants, authorisations, data and access controls, costs, confidentiality, security, service expectation, escalation, metrics, decision authority, stop conditions and evidence retention. A meeting, product demo or letter of interest is not a pilot. A positive pilot result cannot be generalised to another customer, regulated activity, data set or funds flow without fresh review. The final record should answer whether the defined service can be delivered safely, compliantly, technically and economically; and whether an accountable customer owner wants to proceed. It should also record a hold or stop where the evidence does not support expansion.

14

14. Risk register and stopping conditions

Risks include incorrect activity classification, missing authorisation, customer-policy rejection, weak client authority, unavailable data, integration failure, privacy or cyber incident, payment and reconciliation failure, fraud, chargeback, credit loss, currency exposure, price compression, unpriced support, counterparty integrity issue, misleading marketing, complaint, regulatory change, contract ambiguity and failed termination handover. Every risk must have evidence source, owner, likelihood, impact, mitigation, residual exposure and a stop condition. Stop before handling sensitive data, customer funds, production access, credit, public regulated claims, exclusivity, security-sensitive integration or major spend if a core legal, customer, data, payment, counterparty or economic question remains unresolved. A well-documented hold protects the client and Horizon from treating a promising technology category as a validated financial-services route.

15

15. Final decision gate

Advance only where a precise proposition, named accountable buyer system, clear activity classification, current regulatory and customer-policy gate, secure data and operating model, viable payment or financing route, diligenced counterparties, sustainable economics and a controlled contractual next step align. The decision record must separate verified facts, Horizon interpretation and commercial implication; name specialist confirmations, unresolved issues, owner, maximum spend, review date and permitted action. A go authorises only the bounded pilot, qualification or proposal described. It does not approve a licence, product, customer, lender, payment route, partner, data transfer, credit, public claim or transaction. Reopen the dossier after a material change in service, customer, funds flow, data, counterparty, regulation, contract or evidence. Evidence expires with context. Commercial urgency or a general financial-market signal cannot override an unresolved legal, customer, security, settlement, credit or integrity gate. The decision pack must identify every customer or counterparty assertion that is unverified, every condition that prevents production use, the person authorised to halt work, the required escalation path and the time limit after which key regulatory, pricing, data and settlement assumptions must be refreshed. A pilot outcome may never be presented as approval for a broader product, different customer class or altered funds flow. Evidence of actual production use, reconciled settlement and customer acceptance must be separately retained before any expansion decision. Any exception requires written risk ownership, scope and expiry. Reassessment precedes any public announcement or commercial scale-up.

What to verify before acting

This completed research dossier is not Armenian legal, regulatory, licensing, payments, tax, consumer-protection, AML/CFT, privacy, cybersecurity, credit, financial, investment or insurance advice. It does not approve a customer, lender, payment route, partner, data transfer, licence or transaction.
