Armenia sets the crypto-asset provider licensing transition
The Central Bank of Armenia reminded existing crypto-asset service providers of a 31 January 2027 registration-and-licensing deadline under the Law on Crypto-Assets. The CBA’s current licensing page describes legal-entity, capital, governance and business-plan elements. It provides a useful commercial reference point.
Verified facts
- The CBA stated on 14 September 2026 that legal entities and individual entrepreneurs that were providing crypto-asset services in Armenia when the Law on Crypto-Assets entered into force on 4 July 2025 and wish to continue must be registered and licensed by 31 January 2027. The notice does not identify the status, scope, eligibility or compliance of any named provider.
- The CBA licensing page states that crypto-asset services may be provided only by legal entities registered and licensed by the CBA, subject to the law and stated exceptions for other licensed financial institutions. A public licensing description does not classify an individual product or activity, determine an applicant’s fitness, create a licence or permit a service.
- The same CBA page lists requirements including a legal-entity form, share-capital deposit, prior approval for a qualifying holding and, for certain services, a three-year business plan. These are public elements of a regulatory route, not evidence that a company’s ownership, capital, governance, AML/sanctions, safeguarding, technology, disclosures, data handling, controls or application documents are adequate.
- IMF Armenia reporting supplies macro-financial and supervisory context, while CBA material describes the payments system and regulated financial sector. Country-level supervision and infrastructure do not establish bank sponsorship, payment-system participation, fiat/crypto funds flow, foreign-system permission, customer access, marketing approval, price, contract or transaction for a crypto-asset service provider.
Horizon view
The deadline supports a high-caution regulatory-readiness track, not a generic Armenia crypto-market launch proposition. The decision unit is a precisely classified service operated by a named legal entity with attributable ownership, governance, regulatory route, funds and custody model, counterparty chain, customer/disclosure framework, data and cyber controls, AML/sanctions processes, complaints, insurance, audit, tax and exit arrangements.
Commercial implication and next step
For a defined regulated proposition, create a controlled pre-application and operating file: exact service/activity classification; legal entity, ownership and beneficial-owner evidence; board, managers and fit-and-proper route; capital and funding evidence; business plan and financial forecasts; custody, safeguarding, wallet/key and asset-segregation model; AML/KYC/sanctions/travel-rule and transaction-monitoring design; customer eligibility, onboarding, disclosures and complaints; data, hosting, cybersecurity and incident response; bank/payment/FX/counterparty dependencies; accounting, tax, audit and insurance; CBA application sequence, conditions, acceptance and orderly-exit plan. Do not solicit customers, accept or custody assets, advertise authorisation, promise a licence, quote a launch date or represent banking/payment access from the reminder alone.
What to verify before acting
The sources do not establish that a service is in scope, a provider is eligible, an application will be accepted, a licence or registration will be granted, a bank/payment relationship exists, customer onboarding is permitted, assets may be held or moved, AML/sanctions obligations are satisfied, or a contract or transaction may occur. This is not Armenia crypto-asset, securities, payments, banking, AML, sanctions, tax, accounting, cybersecurity, data-protection, insurance, investment or legal advice.
