Uzbekistan health: registration, quality reform and system strategy require an exact product, responsible party and purchaser route
Decision question
What can a medical-device, diagnostic, digital-health, clinical-service or distribution proposition responsibly infer from Uzbekistan’s current health-system and medical-product evidence?
Verified facts
- The Unified Portal of Interactive Public Services describes a state-registration route for medical products and cites the applicable legal basis. General service information does not determine the classification, dossier, evidence, fee, duration or outcome for a specific product.
- REGMED and the Center for Pharmaceutical Products Safety publish registration and State Register material for medicines, medical devices and equipment. A general portal or register supplement must not be confused with the live status of a defined model, manufacturer, applicant, importer or shipment.
- The 2026 technical-requirements programme identifies planned work on clinical evaluation, safety/performance, risk management, labelling, instructions, UDI, software and cybersecurity. A planned regulatory alignment is not current conformity, registration or market access.
- WHO and World Bank health-system material provides independent context on service, reform and digital-health priorities. System strategy cannot establish facility demand, a procurement, clinical acceptance, data access, funding, supplier eligibility or payment for a specific offer.
- The 2026 shortage procedure creates a narrow exceptional route subject to defined decisions and mandatory certification. It must not be represented as a standard shortcut around ordinary registration, importer, quality, procurement or payment controls.
Horizon view
The commercial unit is a defined product or service with intended use, device classification, manufacturer, applicant or authorised representative, current registration and quality file, importer and service model, named facility and clinical/technical owner, lawful data boundary and specific purchaser or procurement route. National reform and health-system signals make diligence more important; they do not create a generic supplier channel.
Commercial implication and next step
Before outreach, pricing, samples, local representation, tender work or a digital demonstration, prepare a controlled route file: product and intended-use definition; current registration/register check; manufacturer/QMS and technical documentation; label/instructions and quality/certification questions; importer, customs, storage and service responsibility; facility clinical, biomedical, IT, data and economic owners; current public/private purchasing evidence; installation, training, vigilance, adverse-event, warranty, recall, payment and integrity controls. Obtain current product- and party-specific confirmation from the responsible Uzbek authority, purchaser and qualified specialists.
What to verify before acting
The sources do not establish registration, exemption, import permission, certification, clearance, clinical acceptance, facility demand, tender eligibility, buyer authority, product price, payment, distributor appointment, data access, technical acceptance, contract or transaction. This note is not Uzbekistan medical-device, pharmaceutical, clinical, data-protection, regulatory, customs, procurement, tax, insurance, cybersecurity or legal advice.
