Türkiye sets an official TIDIP route for priority industrial decarbonisation projects

Türkiye’s Industrial Decarbonization Investment Platform now sets out how priority-sector companies can frame and submit a decarbonisation project for assessment. For steel, cement, aluminium and fertiliser businesses, the practical opportunity is to turn a defined plant or process intervention into a finance-ready evidence file.

Verified facts

  • The Ministry’s 15 September 2026 notice says TIDIP was launched with the EBRD, IBRD and IFC to accelerate industrial decarbonisation, with a stated aim of mobilising USD 5 billion by 2030 and reducing annual emissions by more than 20 million tonnes.
  • TIDIP identifies steel, cement, aluminium and fertiliser as its initial priority sectors and names green hydrogen, carbon capture, energy efficiency, renewable electricity and climate technologies as investment focus areas.
  • TIDIP’s current FAQ says companies operating in priority sectors may apply. It assesses the company sector, alignment with the relevant Low-Carbon Pathway and investment focus area, decarbonisation potential and stage of development. Until its portal is launched, applications are accepted by email.
  • The Platform states that its Secretariat can assess projects from early concept to finance-ready stage, identify technical, financial and institutional support needs, and connect finance-ready projects with suitable financial institutions. Financing decisions remain with those institutions.
  • World Bank documentation for the Türkiye Industrial Emissions Reduction Project provides independent operational context: proposed subprojects must demonstrate substantial greenhouse-gas reductions under a detailed methodology before approval. This reinforces the value of a documented baseline, methodology and financeable asset case.

Horizon view

TIDIP turns a broad industrial-transition theme into a practical plant-level preparation route. The strongest case links one priority-sector company and asset to a measurable process baseline, an intervention aligned to its Low-Carbon Pathway, a credible capital plan and a delivery ecosystem that can withstand technical and finance review.

Commercial implication and next step

Industrial technology, engineering and finance teams can prepare a concise eligibility and project file: facility and process; energy, material and emissions baseline; proposed intervention and measurement method; decarbonisation potential; capital and operating logic; technical specifications; local execution, HSE and service; decision authority; permitting, grid and product-quality implications; and finance, payment and acceptance assumptions. The current email route creates a clear route for an initial project assessment while the portal is pending.

What to verify before acting

The public material does not establish that a named company, facility or technology has been accepted, financed, procured or selected. Confirm the current submission format, applicable Low-Carbon Pathway, financing requirements and any local technical, environmental, tax, insurance, procurement or legal requirements before acting.
