Türkiye updates retail instalment-sale rules for consumer electronics and refurbished phones
Türkiye’s Ministry of Trade announced an updated retail instalment-sale framework aligned with banking-regulator decisions. The change raises the price threshold relevant to instalments for new mobile phones and confirms a 12-month option for refurbished phones, giving consumer-electronics brands and retailers a current reference for pricing and sales-finance planning.
Verified facts
- The Ministry of Trade stated that an amendment published in Official Gazette No. 33401 on 15 October 2026 gives the Ministry authority, except for housing sales, to set instalment periods and additional limits for retail goods and services sold to consumers.
- The Ministry reported that the instalment-price threshold for new mobile phones was raised from TRY 20,000 to TRY 40,000. It stated that phones priced at TRY 40,000 or below can be offered with up to 12 instalments, while the three-month limit remains for higher-priced new phones.
- For refurbished mobile phones, the Ministry reported a 12-month instalment option without a price threshold. It also stated that existing instalment limits for listed categories including electronics, tablets, televisions, household appliances, furniture, domestic tourism and travel, vehicles and jewellery were unchanged.
- The Ministry explains that card, shopping-credit and consumer-finance instalments are determined through banking-regulator decisions, while the retail-rule amendment creates an aligned route for other instalment-sale methods such as promissory-note sales.

Horizon view
The update matters most where product assortment, price bands and consumer-finance presentation meet. It gives electronics brands, refurbishers, retailers, marketplaces and finance partners a defined reason to revisit the commercial design of eligible offers, particularly the distinction between new and refurbished devices.
Commercial implication and next step
Retailers, brand owners, refurbishers, marketplaces and finance partners should update their Türkiye sales file for each affected SKU: product status, price band, instalment method, retail and payment-partner roles, consumer-information copy, advertising claims, contract terms, returns and warranty, customer-support scripts, accounting treatment and point-of-sale or e-commerce configuration. Coordinate the revised offer with the authorised seller and relevant finance partner before launch, campaign or system change.
What to verify before acting
The Ministry announcement gives a high-level description of the updated framework. The applicable instalment term, product categorisation, sale method, contract language, advertising, consumer-finance and payment-treatment requirements must be checked against the current official rules and the exact commercial model.
