Türkiye CCUS technical assistance advances policy and project-preparation research

EBRD disclosed technical assistance for a carbon-capture, utilisation and storage enabling environment in Türkiye, including legal work, cluster analysis, strategy preparation and cement-plant pre-feasibility studies. The assistance puts CCUS development on Türkiye’s industrial-transition agenda.

Verified facts

  • EBRD states that the approved assistance will cover a legal/regulatory analysis, a CCUS hubs-and-clusters market study, a national strategy and pre-feasibility work for CCUS applications in cement plants. A technical-assistance scope is not a tender, owner mandate, site-access right, equipment package, project approval or award.
  • EBRD describes the work as coordinated with Türkiye’s industrial-decarbonisation platform and frames the source as enabling-environment preparation. It does not identify a selected plant, capture volume, transport route, storage formation, measurement method, environmental approval, operator, project economics or funding decision.
  • The Ministry of Trade’s CBAM material identifies 2026 as the beginning of the EU mechanism’s main application phase for listed goods. That trade-policy context is not proof that CCUS is the suitable response for a given facility or product, nor that a particular exporter has an assessed liability or customer requirement.
  • World Bank industrial-emissions-reduction financing material records wider programme context for industrial transition in Türkiye. A financing programme and policy pressure do not establish technical feasibility, bankability, carbon benefit, project finance, lender approval, EPC procurement, buyer acceptance or transaction for a named CCUS case.

Horizon view

The useful signal is preparatory: Türkiye is building an institutional evidence base for CCUS within a wider industrial-transition agenda. It is not a commercial opportunity list. A credible technology, engineering, finance or advisory case starts with a named facility, accountable owner, physical process and emissions baseline, then separately establishes capture, transport, storage/use, permitting, HSE, data/verification, financing, acceptance and contractual allocation.

Commercial implication and next step

For an authorised CCUS or industrial-emissions case, build a controlled site file: legal owner and signatory; plant/process and process-safety boundary; attributed emissions and measurement/data method; capture technology interface and utilities; transport and storage/use route; land, subsurface, environmental, HSE and permitting questions; engineering/maintenance, local workforce and performance-test plan; funding/procurement authority; carbon/accounting and buyer/exporter allocation; insurance, liability, price, payment, dispute and collection controls. Do not claim a project, recommend a technology, contact a plant as an approved lead or quote economics from the assistance announcement.

What to verify before acting

The sources do not establish a CCUS project, facility, emissions baseline, capture route, transport or storage right, permit, environmental approval, technical feasibility, finance, tender, vendor role, customer, price, payment, contract or transaction. This is not Türkiye carbon, CCUS, energy, environmental, subsurface, engineering, HSE, finance, procurement, customs, tax, insurance or legal advice.
