Kazakhstan advances Ekibastuz Data Center Valley from framework to active construction
Kazakhstan’s Prime Minister reports active construction of the first 50 MW Data Center Valley facility in Ekibastuz, with commissioning scheduled for May 2027 and operation planned for June 2027. The project makes the country’s AI infrastructure agenda a concrete account-mapping case for power, cooling, telecom, cybersecurity, fit-out, operations and cloud-service teams.
Verified facts
- Kazakhstan’s Prime Minister reported on 13 August 2026 that construction of the first 50 MW Data Center Valley facility in Pavlodar Region was active. The notice states that excavation for energy centres and AI factories was 90% complete, foundation work had begun, and administrative and amenity construction was under way.
- The same official update schedules commissioning work for completion in May 2027 and first-facility operation in June 2027. It reports that a 215 MW substation had been acquired, a water-network project developed and telecommunications infrastructure design was under way. These are construction and engineering milestones, not a confirmed capacity sale, colocation contract, supplier award or procurement invitation.
- A June government announcement records a USD 10 billion package of agreements involving the government, Firebird and NVIDIA, including a binding term sheet between Kazakhtelecom and Firebird on technical and organisational parameters for Data Center Valley. The announcement describes a framework for the next phase, rather than published equipment packages, service agreements or vendor appointments.
- KAZAKH INVEST reported separately in August that Energy Capital Global was considering a phased campus at the Data Center Valley site, starting at approximately 100 MW of IT load, and that the parties signed an MoU with KT-Telecom LLP. This is an investor-development discussion and should not be conflated with the first 50 MW facility or treated as an operational award.
- The Eurasian Development Bank’s October financing of the separate Akashi Data Center in Astana shows that data-centre finance and delivery are also progressing elsewhere in Kazakhstan. That 100 MW planned campus is independent market context, not a Data Center Valley project, customer or supply route.
Horizon view
Data Center Valley has moved beyond a national AI ambition into an asset-construction and campus-development question. The commercial unit is not “Kazakhstan AI” in general: it is a named facility, a clearly defined technical interface and an accountable delivery or operating role. The first facility, prospective campus variants and the separate Astana case should be assessed as distinct account files with different owners, procurement pathways, power positions and service requirements.
Commercial implication and next step
Build a project-specific engagement file before proposing equipment, engineering, software or services: identify the facility and phase; owner, developer, operator, technical authority, EPC or integrator, energy supplier, telecom counterpart and contract signatory; power, cooling, water, fibre, land, security and construction interfaces; target availability, resiliency, certification and acceptance requirements; server, rack, GPU, cloud, monitoring, cyber, fit-out, maintenance and workforce scope; current procurement or authorised private-buying route; local delivery, warranty, spares, insurance, performance security, liability, currency, invoicing and collection structure. Treat the August milestones as a reason to validate the accountable workstream, not as proof that an offer is needed or eligible.
What to verify before acting
The cited sources do not establish a live tender, vendor list, supplier qualification, technical specification, capacity reservation, connection agreement, pricing, customer commitment, service-level agreement, construction award, operating contract, payment, contract or transaction. This is not Kazakhstan digital-infrastructure, energy, telecom, cybersecurity, data-protection, construction, public-procurement, investment, tax, insurance or legal advice.
