Azerbaijan’s 2026–2028 digital action plan

Azerbaijan’s digital-development institutions have adopted a 2026–2028 Action Plan coordinated by the Digital Development Council and monitored by the Centre for Analysis of Economic Reforms and Communication. The programme’s unified-platform, data-management and roadmap themes give technology, cybersecurity, skills and infrastructure teams a sharper frame for researching public-sector use cases.

Verified facts

  • The Centre for Analysis of Economic Reforms and Communication reported a 27 February 2026 presidential order approving the Action Plan on Accelerating Digital Development for 2026–2028. It states that implementation is coordinated by the Digital Development Council and monitored/evaluated by the Centre at the Ministry of Digital Development and Transport’s request. An approved plan and governance allocation do not identify a project, budget line, buyer, tender, vendor list or route for a specific firm.
  • The Ministry of Digital Development and Transport described the plan as covering unified delivery of public services through MyGov and MyGov Business, proactive services, a State Data Hub, government-cloud transition and cybersecurity institutions. A stated public architecture does not provide an external party with platform access, system integration, data-processing authority, procurement standing, security approval or deployment consent.
  • The President’s official site reported at the Digital Development Council’s June 2026 meeting that the plan covered 58 initiatives and that roadmaps had been prepared with state institutions. Reported initiatives and roadmaps are implementation context; they do not demonstrate project maturity, funding release, technical specifications, procurement publication, counterpart authority, eligibility, contract or operational use of a particular technology.
  • ITU’s August 2026 regional reporting describes the plan’s unified data management, Once-Only principle, government-cloud migration and MyGov/MyGov Business consolidation context. This independent institutional account confirms the policy framing, but it does not establish interoperability, data availability, system capacity, interface rights, cyber clearance, personal-data basis, adoption or a revenue route for a third party.
  • World Bank country-partnership material frames digital connectivity and adoption of emerging technologies among wider competitiveness and resilience priorities. Development-partnership context cannot be treated as a procurement, financing, policy endorsement or commercial commitment to any individual provider, startup or project.

Horizon view

The plan provides an accountability and systems-research frame. A viable proposition requires a precise public problem, a named responsible institution and signatory, current programme or procurement evidence, architecture, data and security fit, a lawful implementation and operating model, a budget and payment basis and independent acceptance. Centralisation can make ownership more legible while raising the threshold for interoperability, information security, data governance and formal authority.

Commercial implication and next step

Before an approach, demo, proposal, data discussion, pilot or public claim, build a controlled public-digital workflow file: defined use case and affected users; accountable authority, budget owner, operator and signatory; current plan/workstream, formal requirement and procurement route; architecture, hosting, interface and interoperability boundary; data categories, legal basis, residency/access/retention and security controls; AI model, human oversight, evaluation and incident accountability where relevant; localisation, accessibility and training; implementation, support, audit, insurance, pricing/payment, acceptance and exit. Do not seek or use non-public data, imply MyGov/G-Cloud integration, promise an authority outcome, quote a public project or present an action-plan reference as partnership, approval, tender, customer demand or sale.

What to verify before acting

The sources do not establish platform access, integration, data right, information-security approval, public procurement, funding, implementing-partner status, customer interest, budget, price, payment, partnership, contract or transaction. This is not Azerbaijan public-procurement, digital-government, AI, cybersecurity, data-protection, competition, tax, insurance or legal advice.
