Armenia’s 2026 Investment Law sets a new framework for domestic and foreign investment

Armenia’s Law on Investments, adopted in June and officially promulgated in July 2026, sets out a policy framework centred on legal predictability, transparency, non-discrimination and sustainable investment. It gives international companies a current legal reference for structuring Armenia market-entry and investment conversations across industry, technology, energy and agrifood.

Verified facts

  • The official English text records that Armenia adopted the Law on Investments on 18 June 2026 and promulgated it on 10 July 2026.
  • The law states that its purpose is to support economic growth, the attraction of domestic and foreign investment, and a foreseeable, favourable, competitive and protected legal environment for investments.
  • Its stated policy principles include transparency and accountability of public administration, fair and non-discriminatory application of legislation, judicial protection, sustainable and inclusive economic development, diversification and resilience.
  • The law provides that Armenia may establish investment incentives for specified sectors or regions. The published framework does not itself identify a particular incentive, beneficiary, project, approval or commercial counterpart.
  • World Bank programme documentation published in 2026 links Armenia’s economic-transformation agenda to investment, trade, competition, green growth and resilience. Enterprise Armenia’s October business-forum reporting separately records current trade and investment engagement with international businesses.

Horizon view

The law gives businesses a stronger starting point for a structured Armenia investment case. The value is not a generic “investment opportunity” claim: it is a clear framework within which a company can organise a specific project thesis, local legal entity, site or partner route, sector evidence and approval sequence.

Commercial implication and next step

Investors and operating companies should use the new framework to build a practical Armenia entry file: investment objective and legal entity; sector, site and activity classification; required licences, land or facility rights and environmental or technical approvals; current incentive or support route; corporate, tax, customs, labour and data obligations; local partner, distributor, customer or offtake logic; capex, operating cost, financing, insurance and currency model; governance, integrity and dispute provisions; and a signed execution timetable. The statutory framework should be read alongside the exact project documents and current competent-authority guidance.

What to verify before acting

The Law on Investments is a framework statute. It does not by itself grant an incentive, admission, permit, licence, land right, tax or customs treatment, financing, customer contract, partner appointment or investment return. Project-specific terms need current legal, regulatory and commercial confirmation.
