Georgia health technology: a full decision dossier for a defined medical-device, diagnostic or digital-health route

Decision question: Under what evidence conditions should a medical-device, diagnostic, assistive-technology, clinical-software, telehealth, service or distribution proposition advance from Georgia research to a bounded proof?

Verified facts

Georgia has a mixed health system, public procurement mechanisms, medical-device and product-safety rules, customs processes and active digital-health policy work. Those system facts do not establish product compliance, a purchaser, a budget, data access or a contract for a particular proposition.

Horizon view

The viable decision unit is a defined product or service in a named care setting and buying route. It is not “the Georgia health market”, nor a generic distributor search.

Commercial implication

Advance only after the exact offer, compliance and import pathway, named public or private purchaser, clinical/technical/data authority, current procurement or private route, delivery model, acceptance, payment and post-market responsibilities are evidenced in writing.

Dossier sequence

01

1. Decision scope and non-claim boundary

This dossier is for a defined Georgia health-technology proposition, not for the health sector in general. The initial brief must name the product or service, intended purpose, claim, user, patient or operational group, care setting, classification hypothesis, technical interfaces, commercial model, customer role and reason to stop. A diagnostic, a medical device, assistive technology, hospital-information component, telehealth workflow, training service and maintenance offer are not interchangeable. National statistics, strategies and programme pages provide context; they do not prove a registration, a facility budget, insurance coverage, a tender, a private-provider contract, an importer, safe use or a transaction. The file should state what decision it is trying to enable: a regulatory assessment, a purchaser interview, a limited technical study, a controlled demonstration, a tender review or a commercial pilot. Every broader claim must be rejected unless a named authority and source support it.

02

2. Dated health-system and care-demand context

Geostat’s health series records 15.2 thousand hospital beds and 16.76 million outpatient visits for 2025. The figures are useful for understanding system scale and service utilisation, but they do not identify a particular hospital, specialty, equipment gap or budget. WHO’s analysis of the private health sector reports that 85% of hospital beds and most primary-care clinics, outpatient facilities and pharmacies are privately owned. It also identifies governance, purchasing and planning constraints. Together, these sources show that both public and private routes require a purchaser-specific approach. They do not establish that private providers can buy without procurement conditions, that a public programme has funds, or that any technology is clinically relevant. Use national figures to formulate a research question only. Validate actual volume, workflow, incumbent technology, service need, procurement authority, price tolerance and acceptance criteria at the named facility.

03

3. Institutional, provider and purchaser map

Map each potential route at institutional level before commercial outreach. Identify Ministry policy and regulatory responsibilities, purchaser or programme authority, public-procurement body, facility legal entity, private-provider group where relevant, clinical lead, biomedical/technical owner, information-technology and data-security owner, finance lead, procurement committee, quality or infection-control function, installer, trainer, maintenance owner and final acceptance signatory. A hospital brand, clinician meeting, insurer discussion or ministry presentation is not a substitute for this map. WHO’s mixed-system analysis is a reason to distinguish regulator, purchaser and provider rather than assume they are the same organisation. Record legal name, role, authority, evidence source, decision scope and revalidation date for every named actor. If clinical use, technical installation, data access, purchase, payment and acceptance have no confirmed owners, the work is still a country study; not an operating case.

04

4. Product definition, classification and safety gate

The Law of Georgia on Health Care assigns the Ministry a role in the quality and safety standards of medical technical devices and medical technologies. The Product Safety and Free Movement Code creates a broader framework for safe products and technical regulation. Neither source answers the classification or conformity question for a particular product. Define whether the offer is a device, diagnostic, software with a medical intended purpose, consumable, service, combined system or non-medical workflow tool; then document its intended use, claims, risk, users, accessories, evidence, quality system, installation conditions, maintenance, calibration, incident handling and end-of-life route. For any clinical investigation, Georgia’s technical regulation establishes a distinct controlled pathway. Do not treat it as evidence that ordinary commercial placement or clinical deployment is approved. Obtain product-specific confirmation from the competent authority and qualified local specialists before representing compliance, sending clinical samples or providing patient-facing material.

05

5. Documentation, language and communication boundary

Build a controlled document register before commercial activity. The register should cover manufacturer identity, declarations, certificates, technical file, product identifiers, quality-system material, risk and clinical/performance evidence, label and instructions, installation and service manuals, user training, complaints, vigilance/incident material, warranty and supplier documentation. For each item, record issuer, product linkage, language, version, validity, reviewer, required local adaptation and change-control trigger. Regulatory, professional, procurement and facility requirements can diverge; a document suitable for one buyer or country is not necessarily suitable for another. Marketing claims, comparative statements, patient information and technical training should be reviewed separately from the commercial presentation. For digital tools, interface language, support, audit trail and safety messaging may affect the use boundary. Do not allow a local distributor, consultant or customer to translate, alter or circulate materials without a controlled approval route.

06

6. Import, HS classification and customs gate

Georgia’s Revenue Service provides an HS-code tool covering VAT, excise and import-duty treatment and documents for customs procedures. This establishes an important operational rule: tax, documentary and clearance treatment are product-specific. It does not determine medical-device classification, safety, clinical suitability, procurement eligibility or a purchaser’s willingness to buy. For each SKU, configuration or service-associated import, identify HS classification, importer of record, customs declarant, origin, invoice and transport documents, origin preference where applicable, duties and taxes, documents required, warehousing, cold-chain or handling conditions, inspections, insurance, release process, claims, stock ownership and return/destruction procedure. A duty estimate without a validated classification is not cost evidence. No pilot shipment or commercial stock should move until the importer and broker have given written confirmation of their responsibility and the product-specific document set has been reviewed.

07

7. Public procurement and consolidated-tender route

Georgia’s State Procurement Agency provides evidence that selected medical consumables are procured through consolidated-tender mechanisms. Its 2026 record for non-sterile gauze and shoe covers is a historical, category-specific example; it does not create an ongoing tender or qualify another product. The September 2026 notice aggregating 2027 medical-consumable needs under CPV 33100000 is a planning signal, not a bid invitation. The commercial file must locate the exact current tender or aggregation, CPV, specification, buyer entities, quantity, financing, eligibility, legal documents, local obligations, bid security, delivery schedule, award criteria, amendment history, challenge/clarification route, framework terms, payment and acceptance. Public procurement is a distinct route from a hospital conversation. Never offer a price, nominate a distributor, allocate bid resources or refer to an “open opportunity” until the original, current procurement record is checked.

08

8. Private-provider and contracted-service route

Private ownership in Georgia can create routes distinct from public procurement, but it does not remove compliance, contracting, quality, payment or data requirements. For a private hospital, clinic, pharmacy, laboratory, rehabilitation provider or group, identify legal entity, facility location, care line, clinical need, incumbent product/service, technical user, economic buyer, finance owner, procurement policy, insurer or payer interaction, capital/operating budget, payment terms, installation and support requirement, data owner and final acceptance authority. A private provider may purchase directly, use a distributor, require a group decision, or serve patients under public or insurer arrangements; none of these should be presumed. Obtain a written, limited assessment mandate or commercial process where possible. A non-binding meeting, verbal interest, professional referral or website listing is not a demand signal. The route remains research until it is supported by named authority, problem, budget/process and delivery evidence.

09

9. Clinical workflow, facility readiness and acceptance

A health technology is viable only if it fits the actual clinical and operating environment. Map care pathway, referral and decision point, patient or sample flow, user roles, physical room, utilities, connectivity, hygiene or infection control, consumables, storage, calibration, interoperability, safety, maintenance, training, supervision, incident escalation and disposal. Define the desired outcome and baseline evidence: diagnostic turnaround, workflow efficiency, clinical quality, access, compliance, service capacity or another authorised measure. The final acceptance plan must name who tests, signs, pays, maintains and handles complaints. A national statistic, policy statement or technical brochure cannot fill a facility-readiness gap. A controlled proof should use a named site, defined product version, authorised scope and written success criteria. If the setting is not ready, redesign the limited study or stop rather than letting sales urgency override clinical, technical or quality conditions.

10

10. Digital health, data and cybersecurity boundary

WHO’s telemedicine work in Georgia identifies governance, data quality, digitalisation and rural-service capability as relevant themes. It does not grant access to records, interfaces or patient data. For software, telehealth, AI, diagnostic-data or workflow propositions, document the system owner, data categories, controller/processor roles, lawful and contractual basis, clinical governance, consent or ethics issue, user roles, authentication, minimum access, hosting, integration, logging, retention, deletion, information-security review, incident response, business continuity and exit plan. Separate aggregate operational metrics from identifiable patient, clinician or facility data. A demo should use synthetic, de-identified or otherwise authorised data until legal, clinical and security gates are satisfied. A telehealth programme may illuminate a public need but it is not an API, a procurement route or a mandate. No external party should describe an integration as available until the responsible system owner confirms the technical and governance conditions in writing.

11

11. Local delivery, service and partner model

The local model must specify more than a sales intermediary. Establish who serves as manufacturer, authorised representative where applicable, importer of record, customs declarant, seller, stock owner, installer, service engineer, trainer, calibration/maintenance provider, vigilance/complaint contact, recall contact, warranty obligor and invoice issuer. Test legal identity, signing authority, technical competence, quality-system evidence, storage and logistics capability, staff coverage, response times, spare-parts access, insurance, financial condition, conflicts, sanctions/export-control exposure, cyber controls and references relevant to the product. A company’s reputation in adjacent health categories is not proof it can deliver a defined product safely. Any exclusivity should be conditional, measured and reversible, after a bounded verified route. Do not appoint a distributor based solely on event contacts or general market presence. The delivery owner must also be capable of returning evidence on installation, training, maintenance, incidents and customer complaints.

12

12. Commercial model, insurance and payment protection

The financial model must connect price to responsibility. Separate manufacturing price, freight, customs, tax, registration/compliance, translation, stock financing, distributor margin, site preparation, installation, integration, training, maintenance, calibration, software subscription, cybersecurity, warranty, spares, insurance, tender cost, returns and contingency. Use base and adverse cases for customs delay, tender cancellation, product/document rejection, facility-readiness failure, integration delay, exchange movement, late payment, warranty claim and stock obsolescence. Label each input as a quotation, public fact, counterparty indication or internal assumption. Procurement data and market estimates are not price evidence. Contract and order terms must identify currency, taxes, acceptance milestone, invoicing, payment security, late-payment consequence, liability, insurance, warranty, service level, data responsibility and termination. A list price is not a viable Georgia price until the actual purchaser, import/service model and payment route are documented.

13

13. Controlled proof design

The first permitted step should test one material uncertainty: regulatory/document gap assessment, HS and import review, purchaser workflow interview, facility-readiness assessment, technical demonstration, non-production interoperability review, training design or a limited, authorised installation study. It should not promise unrestricted clinical use, a procurement award, reimbursement, patient-data processing, distributor appointment, broad system access or future orders. The written charter must identify parties, facility, product version, authorised purpose, data and safety boundary, materials, insurance, clinical/technical oversight, success measures, acceptance, costs, intellectual property, communications, timeline, change control, exit and stop condition. A meeting, brochure, letter of interest or event attendance is not a pilot. A positive proof applies only to the stated site, users, scope and controls; it cannot be reused as proof of national, group-wide or market acceptance.

14

14. Risk register and stopping conditions

Material risks include incorrect product classification, incomplete documentation, unsuitable language or instructions, customs misclassification, product-safety failure, no eligible tender, unclear purchaser authority, no facility budget, inadequate clinical evidence, unsuitable installation or maintenance, data breach, unsupported integration, quality-system weakness, partner conflict, stock/returns exposure, delayed payment, insurance gap, misleading promotional claim and reputational misuse of public institutions. Record source, owner, likelihood, impact, mitigation, residual exposure, re-review date and explicit stop condition for each. Stop or hold before import, bid, quotation, clinical use, data access, installation, credit extension, exclusivity, public announcement or partner appointment if the corresponding regulatory, technical, purchaser, data, quality, financial or contractual evidence is unresolved. A documented hold is a valid decision outcome. It protects both patient safety and commercial resources.

15

15. Final decision gate

Advance only where the exact offer and intended use, product/document/HS pathway, named purchaser, current procurement or private-commercial route, facility readiness, clinical and technical authority, data/cyber controls, capable local delivery structure, counterparty diligence, pricing and payment protection and bounded proof design align. The final decision record must attach dated sources, authority map, document register, customs file, commercial model, risk register, proof charter, required specialist confirmations, cost cap, permissible next action and re-review date. It must state go, hold or stop. A go decision approves only the specified controlled step; it does not approve product placement, import, clinical use, reimbursement, tender eligibility, patient-data processing, facility integration, representation, contract or transaction. Reopen the record if the product, claim, facility, purchaser, law, tender, data boundary, partner or commercial model changes materially.

What to verify before acting

This completed research dossier is not Georgian medical-device, diagnostic, clinical-research, health-data, cybersecurity, procurement, reimbursement, product-safety, customs, tax, insurance, clinical, regulatory or legal advice. It does not establish a classification, compliance status, registration, import clearance, reimbursement, tender, provider contract, data access, integration, partner appointment, payment, contract or transaction.

9 September 2026

Georgia begins planning 2027 medical-consumables procurement

For a defined product, open a dated procurement file: exact CPV and technical specification; current aggregation or tender reference; procuring entities and demand estimate; legal and technical eligibility; local legal/import/service roles; product-safety and documentation requirements; bid security and price structure; delivery locations, acceptance, stock and warranty; payment, claims and contract terms. Recheck the original portal before any bid, partner outreach or commercial commitment; an aggregation notice is not an invitation to quote.

Georgia’s rehabilitation-workforce review clarifies priorities for service, skills and technology partners

Before a rehabilitation, assistive-technology, telemedicine, clinical-software, training, workforce, insurer or provider approach, create a controlled workflow file: institution and legal signatory; patient/service population and referral pathway; role/product classification; professional and facility authority; clinical evidence and human oversight; workforce availability, training and supervision; consent and health-data boundary; equipment/interoperability/security; payer/reimbursement/procurement or private-buying route; safety, quality and incident process; insurance/liability; price/payment; outcome and acceptance; and exit. Do not approach patients, use health data, promise a workforce, offer clinical outcomes or present a WHO evaluation as an endorsement, access route, funding decision or sale.

Georgia’s tourist insurance requirement makes risk cover part of the visitor-service journey

For an authorised Georgia travel, hospitality, mobility or insurance proposition, map the exact visitor segment and entry route; identify who may provide information, arrange cover or verify documentation; confirm applicable product and distribution permissions; define policy-language and evidence-handling process; set data-minimisation and consent boundaries; design emergency and claims escalation; and test a limited customer communication or booking workflow with accountable partners. Obtain current written confirmation from the responsible authority, insurer and legal/compliance specialists before making coverage, eligibility, border, claim or assistance promises.
